What is the best way to lobby for a standard seating requirement at outdoor licensed festivals and events.?

Who sets the standards for requirements such as toilets, showers and other amenities for the general public? Does this change for a small event (1000 people) as opposed to a large event (100,000 people). Where can I find information about these questions. Any helpful information and useful links would be great and thanks for taking the time to answer.

I would think the arena promotor combined with local fire officials would be where you would go for information such as this.
