It's centimeter long,
shape of an eye
solid white (not see through) all around with specks of black, giving it slightly rough texture
black dot in the center

It appears to move with its little black head at one end. the head can elongate. moves slowly because its body is dragged along by the head alone. i flipped it over; the underside is the same as the top; no appearance of antennas, legs, hair, feelers. once touched, the head vanished inside the body (wasn't tucked under or anything) and it remained immobile. the head never appeared again even when i threw it in the toilet. when it touched the water it floated but did nothing. i found the first one clinging vertically on the wall (but had no head out).

From your description and drawing it looks like some kind of slug to me ( not an insect )
I might be wrong though...

What causes white plastic things in a house start to get black smudge marks or black tarnish on it?

It's on the toilet seat, toaster, baby bath, coffee pot, grocery bags etc... It's really strange. Will send photos if needed. It's bugging me big time. Everything that is white and made out of plastic gets this kind of gray/black film or tarnish that is hard to get off if not impossible on some things.
